"The city is experimenting with what is known as a "land trust", an arrangement in which the city will lease the land at 13th and Bainbridge to a redeveloper instead of selling it outright. If successful, the the pilot could complement other city efforts to create and preserve affordable housing, such as the rental improvement fund and the shallow rent program."

Site

Hawthorne is a neighborhood on the edge of Center City. A traditionally working-class African American Community located in the South Philadelphia section of Philadelphia, Pennsylvania. It is located between Broad Street and 11th Street and extends from South Street to Washington Avenue.

Program Development

"The city is offering to lease the property to Benchmark [developer] for a nominal sum - a total $20,000 for the first year, in exchange for the low rental fee, developers agree to build a set number of affordable units earmarked for residents earning 60% of the area median income."

Massing & Programming

Bainbridge and 13th St. are both 50 ft wide busy thoroughfares for pedestrian and vehicle traffic. 

Kater Street is more narrow at only 30ft wide and has low pedestrian and vehicular activity. Kate St. also serves as a utility street with a number of garages and commercial loading spaces for buildings on South Street which fronts a busy commercial corridor.

Public Art

"Triple honors for late restaurant owner KeVen Parker Philadelphia City Councilmember Kenyatta Johnson was on hand for the naming of the 1300 block of South Street as "KeVen Parker Way." At the event, real-estate developer Kenneth Penn announced he will name a new apartment building at 13th and Bainbridge streets "The Parker" in his honor, when it opens May 2024. Finally, friends and business-owner Shanie Newton announced the establishment of "The Joyce and KeVen Parker Legacy Foundation" for the businessman and his mother, who was nicknamed "Tootsie."
